clearing gayee doesnt mean you had quality education. Its subpar engineering with usually no practical knowledge (a necessary thing in engineering) unless the student does something himself, most of them dont.
This doesnt even take into account 99% of them 'studying' to be glorified IT coolies who will never do anything substantial. The other branches always get basically nothing.

Quality education first and foremost required decent supporting infrastructure and manufacturing, in which these students would eventually be trained.
And I didnt even talk about Humanities (history, economics, archeology, lawmaking etc) which is even more important in nation building.
