And just being able to implement policies is a too simplistic approach. Chinese officials have to work and impress the party with their performance to go up the ranks. They have an incentive to perform good. Unlike jewpsc babus who are given top seats from the beginning being able to fuck around as they want. They have no incentive to work for anyone other than local politicians and corpos

plus india is too divided on different lines (language, ethnic etc) so it becomes more difficult for the central government to roll out hard policies without making the population upset.
China doesn't has this problem. Their work is streamlined.
