If you go in detail, you will find certain set of unique events that shaped the society, culture and hence economy of these countries, and it isn't just the events, it's how the people reacted to them matters, hence the people, the demography matters.

Ever since India got independent, we have had governments who tried to implement foreign imported ideologies, be it socialism, liberal market economy etc etc, I think these are completely detached from realities of India and its people.

Never in entire history of the world, we have had such a country with this big population of poor people, honestly no own knows what to do, infact we don't even known if anything will work at all.

On ground level nothing seems rational, in country like India, democracy instantly becomes demagoguery, India is so ridiculously poor, that people not voting for free stuff is simply not possible, anyone who promises more free stuff wins, that is how desperate the masses are, development politics has a very small audience, hence it simply can't work, we never developed a culture where it could work.

Scst may have lower requirements but they are a small minority. Lower Cut offs are also not the final requirement. All reserved candidate's stil have to compete there.
