It's not that simple, you need to look at individual states. A state in India itself is equivalent to country and many of them are below replacement - they won't have enough manpower for industries, infra work or factories while their population is getting older and overall population is decreasing so complete crisis in such states.
Only reason they don't notice or they are able to move through this is due to cheap labour from north.

Good question desu, it's just that infra work etc. are very low margin so companies try their best to squeeze any tiny bit of profit they can if they have to stay afloat. So they can't provide 5 star level facilities to the labourers even if they try.
Job is not interesting for locals either. Also, it's cultural thing - bihari workers are well acquainted with how these things function and can accommodate i doubt same can be said about kinda richer states population.

I do think that maybe it would be a good thing for the bihar government to centralize all of their labour export and it would lead to better knowledge retation, working condition and even health insurance to the workers.

No. It isnt. Thakurs used to eat lots of meat. Rich brahmins were vegcuck but still ate lentils and lots of dairy. Thats just work of industrialization making those luxuries avialable for them. There is always a for of luxury at times.
