If a user on static ip accidentally uploads his picture and then deletes it within a few minutes, is there still a record of the IP address and any other metadata associated with that upload stored on the server?

Yes. Infact all images are stored for 3 days, even deleted ones. This is in case as someone might uploads CSAM or similar illegal material and then delete it quickly.
