Its balanced. We are civil enough to enable 'intra'group cooperation but very barbaric when it comes to intergroup conflict.

Barbaric was a concept made for depicting german languages which used too much "bar-bar" sounds. Which later got turned to desrcibe "uncivilised" or "chaotic" nature. The word you actually wanna use is "cruel". To which the answer will always be, yes
