We can't fight a war against pakistan because there is a larger pakistan within India.
You have to realise that you live in a failed turd world shithole, where corruption has hollowed out all the institutions, all these leaders have no skin in the game - their children are all settled abroad free from any sort of terrorism threat.

Yes you can burn entire villages supporting them and install handu families there by also arming such families and paying them to be there so idk maybe wipe out all the katmullas in the bordering districts and letting only ex servicemen / capf pepo live there where they get paid extra to have a second loli waife while having another back home. Or you can do it much more cheaper by wiping out all katmullahs but we can't do that.
