Bihar and up have most people in army, its just that their populations are so huge that no matter how many people join army, pc stats will look bad

There are cap for each state. Likes of UP, bihar etc. are large population if they were let go they can fill entire vacancies.

Also, cuz of limited opportunity for jobs. Army is one of the major employment source for such region.

Also, army recruitment aren't infinite. There are limits and requirement for personnals. Biharies and upwalies are much shorter so theres that.
