The issue is this is a wishfull oxymoron. Only thing this would lead to in reality is baby of the lower category also supporting the baby's of the lower category in private sectors.

But the problem is GC population is greedy and they don't want to India to prosper. We will have to wait till their population drops to 10% or so and then we can implement the nation building reforms.
