i talked to a trainer at a nearby gym (and he's actually super professional), and he said the routine's fine for someone who's 17–19, but not to force the running part since it's a bit too extreme for that age. rest of it is all good

So it depends on what you want, if you want to grow bigger muscles no it is not very effective after 3 months you won't see any growth in mucles but if you are looking to increase your strength and endurance it is a okay workout add some pull ups and crunchs and you will have a balanced workout and can even have appealing physic if you are lean already
