To optimise manufacturing you need all the ndustries manufacturing the needed parts within a short distance fo rsupply chain manufacturing. For example to make wheelchairs you need to manufacture the wheels, frame and seat : then assemble all those: all in one hub.

2. Indian workers- unskilled, undisciplined, unorganised

Unlike China, India failed to organise workers into a national labour force. Vietnam also has own problrm with burocracy. It also did well initially because of trans shipment from China and only started getting into proper value added works later on from the likes of samsung investing into it a lot.
