It still is far lower when you account for that. We just hv habit of sensationalising rape stories. Similar rape stories never get covered by national news in the US and only make it to county or state news at best.

1. She isn't outside she's inside a restaurant probably a very expensive restaurant where such clothes are normal
2. India isn't unsafe for women, some parts of India are unsafe for women and usually open places where any bhangi can walk up to any woman and say or do something. Rich exclusive places like these aren't unsafe, even in Delhi

It's much safer for women than any of the Latin countries for example.
But Dehatis keep us back. It's mostly unlivable.
