Because Hinduism by its nature used Varna as a division of labour while Buddhism doesn't. The core principles of ahimsa is encoded in all the sects, Mahayana, Hinayana, while even the sect like vajrayana tends to be rejected, mostly since that sect came due to influence of shakta and tantra.
All Buddhist have pretty much the same laws, they need to abide by when it comes to their core scriptures. Remaining aspects of it is just the interpretation and social commentary as well as guidelines. Varna system doesn't work like that, since Warriors have a duty to kill when need be, and Brahmins have a duty to not kill.
