In Rāmāyaṇa Mīmāṃsā, Dharmasamrāṭa Swami Karpatrījī Mahārāj writes:
“At that time, Viśvāmitra said—”
One should not feel aversion toward the act of killing a woman, for the protection of the fourfold social order may require a prince to even slay a woman who is a violent offender (ātatāyī).
For the protection of the people, a king may have to act harshly or gently, cruelly or compassionately—even in ways that may appear sinful or flawed. He must be prepared to do whatever is required.
Just as all footprints fit within the footprint of an elephant, so too all duties are encompassed within Rajdharma.
The foremost duty of a king is to protect the people and uphold the social order that ensures their welfare. All other duties are subordinate; only when the principal duty is preserved do the others retain their value.
