It's not something a government can do. BJP must be overthrown by a religious force to achieve a muslim free India in the end. Governments will always view every citizen as a vote. But until that religious force is strong enough the BJP is the best option for Indian Hindus.

Muslims overthrow their governments all the time, it's not that hard. Usually one party allies with them (in Irans case and Lebanon it was Leftists/marxists) and then that party gets betrayed by the islamists.
That's why there are so many leftist Iranians in exile.

The other factions only exist in the current form because Indian Hindus let them exist. OBC dalits sikhs etc all fall in line to the most powerful/aggressive faction.
Thats why you never hear them complain or go against Muslims or even Pakistan in the case of Khalistanis.
And you seem to think overthrowing the government means doing something very difficult like in some kind of fantasy movie kek But that's not really the case. Most government employees aren't part of it because they want to defend it with their lives - they just want the most comfortable job and easiest way to be corrupt/get black money. They don't have any ideological interest in maintaining India.
Gujjews actually performed a very clean local genocide in Godhra. It was very well organized and executed. Plenty of videos on how they did out on youtube. There is no reason why Hindus can't do it in the whole of India , just many smaller ones (silently).
The whole Indian system relies on Hindus simply being nice and treating the other groups as friends. There's actually no fail safe mechanism for when that stops working.
And the main outlet to organize is the RSS or similar groups (a group of Hindus doesn't have to follow the leadership of the RSS, just using its network to find like minded people in the local area is enough).
TL:DR just do small things to dehumanize muslims in your daily life.
