Probably that it the post has media only and once media was removed, no content to show.
Either user deleted or mod - usually mods are recommended to add note so probably user deleted the media.

dawg, i didnt mean anything except layout problem, i cant click delete button if i try to report a post that is too small and at last, i would say add some margin between these buttons and posts.

Oh, btw once you have selected the board you can close the options section and delete -> report. It will work.
