Sir, I think you have the same view as me as considering Calcutta,Bombay and Delhi as states which have been degenerated due to "urbanisation".. I suppose that your argument also is that there has been not much infrastructural development either.
Let's take an example where industrialisation was actually beneficial to a nation first.
The Stalinist authorities in the USSR believed in rapid industrialization. The form of industrialisation they followed was a very crude, forced and authoratarian type of industrialisation and urbanisation. This rapid industrialisation and urbanisation was done with less regard to human comfort initially and more regarding practical usage and utility in housing. Furthermore full state sanctioned industrialisation led to industrial growth due to efficient bureaucrats being put into work. This rapid forced urbanisation in the USSR also had some problems. Namely less efficient agriculturual production. But in the future the rapid industrialization proved crucial for the Soviet state in the war effort against the Germans...
Now to Indian path to urbanisation..
While nehruvian socialism being a form of fabian socialism was good for protecting the Indian indigenous industries, it had some issues.

However one must take into consideration that Calcutta, Delhi and Bombay should not at all be taken as models for urbanisation in India
This is because these megacities were industrialised by the British for British profitable ventures .. the refugee culture till the 70s led to a slum culture... and due to poor management since the 70s real industrial productivity (production by secondary sector) of these cities went slowly..
Furthermore I fully agree with the degeneracy perspective you stated. In Calcutta we used to have a culture of intellectual development till the 2000s but ever since liberals like mamta came into power, Calcutta is burning. The commies were not good either.. the only people to support Calcutta in the darkest of its days was the INC.
Present culture in Calcutta is liberal degeneration to say the least. We have pride parades.We don't even have a real manufacturing industry since all automotive industry were turned away by mamta ... God save Calcutta.. for nobody can.
Some planned commieblocs of Calcutta which still shine as a shimmer of hope against the orwellian dystopian backdrop of the city..
