Now here's the thing, we need to analyze if suppose one state had to invade the other, what would be the net outcome if all the 28 states are at war with each other.
UTs are first conquered by the biggest state surrounding it, except Delhi which is force of its own. It is only unlocked if the someone has defeated all the kingdoms surrounding it.
Take a role of a state, give your analytical stats on why you think you can conquer the target state.

Okay WB is probably very comfortable state of choice. I will assume all the initial stats you shared were based on reality - regarding initial budget and population mainly.

interesting but for that you will have atleast following states in way

Even then it's a small strip which bihar can cull. Or bihar can partner with jharkhand. With resources of jharkhand and manpower of bihar it can easily start to take over the northern part of the bengal.
It controls the water from ganga which can be used to flood bengal while signing a pact with UP. UP / Bihar and Jharkhand are more culturally close knit - despite warring regions.
Interesting nonetheless.

I guess i will not directly participate so i will not make counter point or represent any state. I will just clarify muddier rules in between if anon want to.
Like below,

This rule is important.
But two states can share the resources as long as user justifies how it is beneficial to each other - compared to opposition offer.
example: what is something bengal can offer to jharkhand and up which can't be done by bihar.

WTF? Why is this so elaborate? Also won't it all make sense to conquer Bhangalis in Bhagladesh and displace them entirely if you are planning to take a war? More resources more territory, it will be a win win over all.
