The recent debacle of the woman getting crispy because of dowry could have never happened if government made dowry legal and decided to put up a system in place
Dowry is a bribe to get to first place to the well established groom who the bride's family want, it's a product of a social structure where marriage is purely material
If the system itself is purely material and runs on it, then by not giving the promised dowry amount or backing off after the marriage is breaking the system itself
US making cannabis legal was proven to be a smart move because the government decided people are going to smoke anyway and not having to power to intervene or mitigate the bad agents would be a disaster
By the same spirit government should make dowry legal putting up a system where the bride's family can be held accountable and the system of arranged marriage is respected
If there are government agents who can recover the dowry money for the groom's family then why would the groom's family ever bully or harass the bride's family.
The culture is itself is not going to change but to mitigate the damage is solely upon the government but they decided it's actually a good idea of put it under the rug for international brownie points

This statement is not true either. Whether groom is capable it is even debated. if groom is actually capable then why he needs money from in-laws in the first place.

Because there are 10 more bride's families waiting to marry thier datter off to the groom because he is seen as capable (it's relative)
To make the groom choose his specific datter he needs to show some incentive and that is dowry
