Russia has run into production problems with Ukraine striking their refinery with drones. This plus US recent sanction on Rosneft and Lukoil basically means that they have to bargain with us with a better deal to make it worth it.
We are still working with Russia on many things from fertilizers to rare earth. Hell, there is even talk of a FTA.
Anyone who thinks we are making concession here is a either a retard, shill or mostly likely both.

All depends on US China rare earth deal. China wants to squeeze US by forcing every country in the world who uses their rare earth to not trade with US. US is angry about it to understand they can't alinate the rest of the world too much. But at the same time, china isn't actually planning to put this on for too long or risk losing their monopoly. They just want to negotiate with the US in the next round from a postion of strength.
For us, 15% would be pretty good even if our current exports falls under the exempt category.
