Any migration within India should be controlled. Tourism limit should be there, determined based on money, quota for each state.
Will solve the overcrowding issue, littering issue, would make things more systematic.

I was discussing with my friends that some of the states will benefit by limiting which state is letting which state citizens move on to protect the linguistic and regional identity, so the over crowded states take responsibility for its own population first.
