Our aafice has two toilets bulit right next to each other. One is always locked and is only accessible to white collar employees.
The other is unlocked to all the blue collar bimaru majdoors. Both toilets are cleaned once a week on the same day, yet one is significantly filthier than the other within a couple of days. I have the misfortune of using the blue collar toilet a couple of times in emergency situations and it was a million times dirtier than the other toilet. Even standing inside it will be considered a biohazard on its own. What causes this? Let's try not be racist. But why can't these majdoors learn basic hygiene? Is it hardcoded in their DNA to be filthy?

Based on my experience with Bimarus, it is a mixture of multiple things.

Yaar, everyone knows caste has a part to play here. How likely you are to keep yourself and your surrounding cleans, comes from within, and these majdoor dalit could not even keep their state clean.
Their are certainly exceptions, but come on yaar.

When they don't hold each other accountable and every one has an attitude of "mai kyu saaf rakhu" then it gets carried on endlessly. Take a look at the state of washrooms in Patna railway and realise it is not racism, to admit their is a legit problem with civics sense of 75% bihari.
Even other Bihari are tired of sub human majority in their state dragging it down.

Filth is not hard coded in DNA, but cleanliness is, and many of them do not have it. Combine this with an environment where the Majdur are never ever rewarded for being clean or hygienic or even being reasonable with civics sense, and it has hard coded itself in their habits.
I know a lot of Bihari, having worked with them and even been with them during my college days and bachelor's parties (we had the diversity of Kashmir to Kanyakumari, unironically). If they feel a sense of ownership for their home, they keep it clean, specially the upper caste people.
No this is not "muh caste superior" chimping, it is strictly the standards that are valued much more heavily in upper caste dwija Varna people, in the comparison to non dwija Antayaj and Avarnias.
This kind of shit doesn't fix itself overnight, it all takes well of am entire decade and a change of generation for them to make it innate part of their nature.
