DARPA even hired an expert who created a structure for how the Meme Warfare Center could work. It is not known for sure if this department was created. However, 2017's WikiLeaks dump had folders of blank meme formats, indicating such a center may exist."

The “6-7” meme is definitely a psyop of some sort. Came out of fucking nowhere, just doesn’t sit right with me.
