Jats have proper OBC reservation in Rajasthan except Bharatpur and Dholpur.
The Rajasthan society was feaudal with Jats as tenants and Rajputs as Landlords.
Jats of Haryana and Punjab region on the other hand have always been independent farmers, there was no feudalist society, no proper Zamindars, instead the society was a village egalitarian republic with Khap panchayats having say in stuff, so in terms of social hierarchy, it didn't make a sense to give reservation for this region.
Other than that it's about politics and stuff

Dalli is same region as Haryana yaar, so is west UP, We had "zamidari" rights, which meant rights to hold the land and no landlords over us, we were landholders that worked in our own fields, unlike feudal landlords that hired farmers to work under them like Rajputs/Bumihars.
But we are not like the labours that worked under them either.
Majority of jats were independent proud farmers, at no point of history we thought of ourselves lower than anyone, neither did the people of this region .

OBCs/ Shudras were never oppressed. In fact they hv been the biggest oppressors of SCs, own a lot of land and are dominant due to their numbers. Shudras were commoners/farmers/mid(indian)s in feudal india. OBC quota is entirely political.

Shudras were midcástes/commoners. Them being oppressed is a leftist lie. They were equivalent of farmer/soldier/craftsmen in feudal europe. Like most social groupings they exist on a spectrum. Uppermost layer of shudras were wealthy farmers whereas lowermost were landless labourers, poor cultivators etc. Since shudras form the largest block, leftists use them against 'privileged' UCs like they do everywhere.
