Yes he did. He said it wasn't shot down by pak. Which means there are 2 options -
1) technical failure ( highly unlikely considering rafale is almost a new aircraft in IAF )
2) IAF shot it down. ( More likely given their poor track record and general incompetence)

I will narrate what has happened, during the night of operation sindoor the EW warfare was at the peak.
Pakis don't care about long fight, they want quick propaganda win it was clear they couldn't defend but what they could was launch volley of PL15 from max range. And that's how we found many PL15 fully intact.
And this is when exactly one of our ADs knocked down Rafale. This is why IAF chief said 'let pakis believe what they want'.
This also aligns with the range of PL15 and utter retarded theories by pakis that somehow they used radars to redirect the PL15 which did not happen btw.

It's a credible theory. But we'll never know exactly what happened that night. The IAF is stuck in a difficult situation. They have 2 options-
1) accept pakis shot the rafale ( makes the IAF look bad)
2) accept they shot down their own rafale ( makes the IAF look even worse)
So both the options are really bad. And now you realise that staying silent on the issue makes the most sense for the IAF. Modi probably doesn't like the IAF too much at this point. They've caused so much embarrassment to the BJP government. Here's a list-

The issue of fratricide is very high in the IAF. We operate a mix of Indian, french, israeli and American equipment. The friend/foe identification is a nightmare for the IAF. That usually isn't a problem in US or European air forces because all equipment follows NATO standards.

I don't think rafale has been integrated to vayulink. The French are assholes when it comes to modifying/tampering with their equipment. They lost their shit when the IAF made the mirage 2000 nuclear capable by doing jugaad.

Maybe integrating all of them into a single system is a problem... mixed equipment itself shouldn't cause problems unless the enemy uses the same equipment as we see with multiple fratricide incidents in Ukraine... One brutal one was a Ukranian platoon just standing chill grouped together while a T72B3 rolls up to barely 50 meters away... blows them to red mist... they thought it's theirs... and this is why you must learn to spot tanks from every little detail and variant modifications... even if you are in the infantry.
