60% of population that depend on agriculture only contributes to 20% of GDP. 20% of the population (roughly) in manufacturing contribute to 25% and the rest 20% contribute to a major portion of 55% of GDP. These people are probably the ones who are actually paying income tax while the rest are just living paycheck to paycheck. Our GDP per capita is also quite pathetic 120+ compared to other states. Only reason why we can boast about being 5 trillion economy is because of the huge population.
