The American state is a good example. Although it is revolutionary in many areas, in this particular area its approach is closer to the traditional classical state.
American is a political affiliation. Under this, ethnicity can be anything. You can be American politically and anyone ethnically.
In fact, the state with an imperial approach dominates the West to this day, while nationalist dwarfs are mostly in a miserable state.

Not saying rival has to be equally powerful. Just a worthy rival or a close second. But what we see is no country comes even close to US in hard power. Also, superpowers are a relatively recent phenomenon. You had bipolar world during cold war. Prior to that world was more multipolar because power projection capabilities were limited by technological constraints.
