The same reason they loved Slumdog Millionaire. Both movies show indians as poor oppressed people. RRR shows indians as suffering tribals, poor villagers in white man's world. Whitoids are subconsciously drawn to theme of brown underdog overcoming challenges.
Movies like bahubali, dhurandhar will never be as popular with them because they portray indians as strong and glorious.

The reason why RRR was loved is simply because
a) Its the biggest most successful jeet movie of its time
b) Its made by the most dominant and successful nri community in muttland(gultis)
That's simply it.
Bahubali also had kind of a smaller similar success as well but back then internet wasn't ubiquitous in India and by the time Jio came, you can't market a sequel to a foreign country.
Some jeet movie could be successful in India but seen by no one in West because nobody's going to watch the movie that is a hit among the cab drivers. But if you see a lot of your co workers obsessing over a movie, you're more likely to check that out. I think the next Rajmooli movie will also have a similar effect no matter whatever the theme of that one.
