yaar poonjab stubble fire is just a minor factor in choking dalli ncr , the major players are dust ,vehicular emissions and heavy construction that is going on in ncr , you can cut out the stubble fire and see the same effect next winter too , it's to do with low wind activity ,not enough rain to settle the dust particles.
