It is naat yaar.
You have to take sarkar ki permissionwa to play anything on loudspeaker after 10 PM even during festivals or new year. My state's High Court has specifically established guidelines for loudspeaker use in a recent judgment and in those guidelines, it is stated that usage of loudspeaker beyond 10 PM (even during festivals) without prior gobermint ki permission is prohibited.

I have living breathing proof of the allowance in my city and for the matter I live in Ghaziabad, NCR, dil walo dilli or I shall say the heart land of india not some 3rd tier city. What happens here is mimicked everywhere

That exblains it. My state is different. Different High Court. Different jurisdiction. We have no such absurd rules thankfully because some vakeel saab filed a writ against noise pollution in the High Court and the Courtwa issued guidelines later.
