Cities arent the only places. Theres countryside that produces food for your cities and there are humans living there. Cities dont exist in isolation and not all cities are equally connected. Cities of a state are better connected due to topography, language and culture. Look holistically and dont act like a diasporic globalist bourgeoisie who opposes (sub)nationalism.

jeets are retarded because they are emotional over some grand region but in reality it's the history, people etc. of the nagaram that matters. they care about meme fights about state, elections at state level but they don't even know the ward members.
a nagar is big enough but not too big like a state and it's not small like a dehat village. it can be consmopolitan enough, it can have a rich history, temples, entire culture. this is why our focus should be on city level. because we belong to cities not states which are just super structures.
but indian priority is just completely opposite, they seethe about national level then state level but completely clueless on something which is closest to them and matters the most - cities.

In theory yes. Thats what our constitution's original conception of states was, but practically we all know that states were divided along linguistic and cultural lines and later demands for statehood like telugu andhra pradesh in 50s, punjabi suba and uttarakhand were motivated by subnationalism.
And state borders arent arbitrary. They are formed by natural borders and non uniform population density that creates distinct mini nations in india.
