All people with dark eye colours have lighter eyes. They just produce melanin that covers the lighter eyes.
In theory if you have dark eyes you can achieve any eye colour you want by disabling melanocytes in your eye (by lasering them).
Light skin and eyes are in reality just a deficieny, not a feature.
