Is this a bait or are you genuinely asking this? Look around, literally every politician, Babu (secy, add. secy, jt secy and their equivalent in various services and in the states) and judge (especially high courts and supreme court) has his/her kid(s) in an elite foreign University. Ofcourse not all of them are geniuses to get a scholarship, so it is either paying those humongous tution fees through 'hard earned' kickbacks or some ooga booga scholarship as a quid pro quo.
You can imagine how compromised almost everyone is that Epstein financed a trip to the US for a few scientists in TIFR
