They did own it. It was inherited property. It was originally jagirs(estates) paid for military/government servic. Its feudalism 101. You just cant seize people's ancestral wealth and expect no resistance. Soviets did the same with kulaks (wealthy farmers) and consequences were not so good. Also independent farmers also existed in who owned their own land and just paid taxes.
