Its very much indian just given a persian name. Central asia didnt have rice. Pulao was persian but biryani was prepared in hyderabad using local culinary tradition of spices.
A lot of native indian things got persian names or influences during mughal rule giving the illusion they are imports. Dholak became tabla. Veena became santoor etc. Gulab jamun also predated mughals. Mughals simply replaced cardamon syrup with rosewater syrup in recipe.
