This is complete bullshit. The website which this is graph is derived from is shitty blog that cites no studies, methodology or sources and makes baseless assertions. There is scare comparative IQ data available for India at the state level, and there exists mere estimates at the national level. It is also worth noting that the aforementioned estimates can be faulty (Acc to Lynn Nepal has an IQ of 42 while India has an IQ of 80). The figures displayed are probably relative to an unknown national cohort and are likely based on state-level test scores (which are correlated with IQ) instead of an actual IQ test.
