Depends how you approach this question. See if you make a claim as a nation and as a "race" if we all are growing dumber then yes. If you say or ask are all respective clans and ethnic groups as a whole dumber than their ancestors, no.
Not really. Infact majority of kids in specific family are clearly more mentally developed compared to their parents. It doesn't seem that way since people progressing are fundamental minority. Take yourself as an example. Look at your neighbourhood, ask yourself how many people of your age exist in it, and how many of them will ask the same question.
