State governments have major say in decentralization or modification of roles and responsibilities of the municipal bodies etc. These parties when they say they want 'decentralization' they mean more powers for them not de allocating their share of power and revenue to lower bodies.

Central government through housing and urban development bodies can implement schemes like smart city, swachch bharat, or STPs along entire rivers be it Ganga or Yamuna so on but still it took major government change in Delhi to work on the Yamuna riverfront and cleanup project.

Opposition currently is seething over slum removal in Delhi, Dharavi redevelopment in Mumbai, they seethed at the swachch bharat abhiyan - mocked instead of positively taking part. They even opposed campaign against the street shitters.

There's one party among all, Libertarian party of India who have openly talked about true decentralization or actively talked about municipal bodies.

People probably aren't aware at the level of slum removal in Delhi which is happening, or complete removal, recycling and the greenification happening at one of the biggest landfills of delhi.
