Because most probably it's the baniyachads legally buying their lands and capitalising it. Kanglus live in slums or kachha gwareeb houses, they don't see them as a bigger threat.

I have said this before but if we stopped giving them free stuff and started taxing them them all the same ways we do with gangus, they would end up a worse shit hole than BIMARU's.
I am even in favour of taxing only the Christians and revoking their right as Tribals ethnic group so they can't be Christian on paper even if they all personally practice it, under idea that christian are global majority whole ethnic tribal faith is a small minority, so they should be free from the taxes.
