A good, socialistic eugenics policy, something that increases the amount of good genes in the genepool, without rocking the genepool ship nor the society at large by a lot, should be the prime focus for Department of Science & Tech, humanities or even defense. If we don't catch up now, we'll never catch up in the future and will forever be behind 3-5 generations, in terms of evolution age.

The most "humane" way to do Eugenics is to castrate low IQ, ugly, physically weak, genetically ill etc maybe give then money in exchange for it, along with it suppress all forms of social degeneracy, promote good blood and birth.
