Thullas did what thullas do. They filed an FIR and investigated the case wherein they discovered the tools at his home from which he chopped the foot off. Filing false FIR is a crime in itself. Now they most likely file an FIR against him as well. After an FIR his pwd ka certificate will be of no use because most places don't give admission or jaab to someone who has been implicated in a criminal matter.
