Why does the AC still cools the room if I set it at 28 degree celcius and it is 9 degree celcius outside?

at a certain temp outside this isn't possible anymore

It does not have a heating unit built in, duh. My AC back in Bihar had both heating and cooling, even if you set cooling to 30 when it was 5 outside it would feel cold
