Idk most people here are kind and don't hit dogs. It would be strange if this happened because of him coming under a car. Never seen an injury like this.

Most infections can't jump from dog to human. Take him to the vet ASAP. Also, be careful and don't get bit. Stray dogs are unpredictable.
