Philippines had had many insurgencies throughout its history, communists... separatists, and most recently Islamists... some weapons are smuggled, some captured from authorities and they often use "homemade" ammo, I've heard they even made their own RPG ammos, maybe that's why but more concretely there'd be 2 possible explanations,
1)it hit some non passenger compartment and ejected its jet there.
2)RPGs have a minimum arming range, it needs to make a specific amount of rotations to arm, maybe they were a bit too close to the target.
