People hate on Delhi and north in General,but it's the most accepting city in India, Biharis get the boot everywhere, not here, chinkis cry too much but still come here mostly, best metro,best road infra, Pollution is the biggest issue tho. Chennai is like Kanpur with factories lol

If one group which can do it, it's tamizhan. Chennai is already building one of the biggest metro infra at really fast pace. They have big budget in hand and political willpower - it's mere factor of whether they want to or not, if they want to they can because they are just that good at consensus building.
Chennai likely will proceed with atleast two major HSR connections.
All this money flooding into the state will eventually be pushed for the urban revamp. IIRC there was certain news where they were focusing on this will have to check >>>/infra/ for it.
