it was always chicken egg situation, in fact it was vande bharat's popularity which kinda refreshed the railway into reworking on railway stations, attracting middle class and creating an extended railway fandom and eventually speeding up the process for kavach, track upgradation etc.

it jolted and let people know that things can be improved, and eventually made them realizing what was missing and how it can be improved.

It started with simple train collision protection system, preventing head on collisions, preventing SPADs etc. But that was like kavach 1.0, 2.0

now it has moved on to 4.0 with additional ability to have digital signals within the cabin which means drivers would be easily able to operate in peak foggy conditions, it can auto control the speed limit based on the signals or whatever block train is in so on.

it is very much comparable to ETCS L2 level of system.

now in future soon they will be going to moving block section where instead of having routes divided into separate blocks a train can have a certain safe limit which changes. this would allow even more frequency of train operations on existing trains.

each kavach system also has a speed support, like kavach 4.0 can support trainsets with speed 160kmph, kavach 5.0 will be higher.

the significance of this system in railways is like UPI was for payments. cheap and very well made.

it has all sorts of subsystems like fiber optics, rfid etc. to track the trains so on, obviously servers etc. apart from kavach system onboard the trainsets.

electrification of railway was going on for last 7 to 9 years that was a priority.

now kavach is a priority, 1000 or so km done, they are planning for rollout on entire route within 5 years (very very ambitious) - check reports please since my memory is hazy on exact length but it'll cover most. and yes it involves lots of subsystems, you have to modify the train, have entire route covered with fibre optics cables, rfids, gps systems. so on.
