Kolkata having ISI K and IIM K makes it tier 1 beside being the gateway to gangetic plains.

Mumbai, Delhi and Bangalore are the biggest but the gap between them and the rest isn't as big as the one between the these 8 and other cities. Cities like Noida might even break into the tier 1 category (and Kolkata will probably fall out)

We can make another category for Bangalore, Delhi and Mumbai if you guys insist so much, but no way are places like Chennai which exports so much now and Hyderbad which is seeing a GCC boom on par with the likes of Indore and Jaipur

I'm from Guwahati, and I can tell you it's only in the past few year that it's upgrading from a large town with just a small urban core to a proper city, with the ring road competiton and moving of the wholesale market from it's current location marking when you can see it become one.
It no doubt has potential for future, but right now it's stuck with problems most prominently acute flash flooding.

Census data is from 2011. RBI's classification of all cities with a million as tier 1 is too unbalanced, with places Jabalpur and Dhanbad as same to Mumbai. CPC's only 3 tier category is also bad.
