The original plan was after the war in East was won, to turn West & deal the Pak army a decisive blow. Chances of this working was quite high,
Both Yaha & Nixon (who hated India) were shit scared. Many attempts were made to bring China in on the side of Pak (Kissinger was the person trying this), but China steadfastly refused.
Finally, Nixon declared that any attack on West Pak by India would be seen as an attack by USSR on USA. This was considered too risky by USSR who pressured Indira to close the war. The East was anyway won.
Next thing that Indira wanted was Mujib released, so that he could take control of Bangladesh. Mujib was imprisoned by Pak & facing death sentence. Bhutto agreed, but in return India was to release all Pak prisoners, which was done. Indian prisoners were few & did not figure in the deal.
Rest is history.
But why did Pak keep these 54 people? A popular theory is that they were kept as a bargaining chip in case India did some 'funny business'. By the time they could be freed, lot of time had passed & it would have been embarrassing to admit that Pak still held them. So, they disappeared.
India was walking on a very thin ice sheet after the 1971 war. India was not only extremely poor but had to rely entirely on other nations for weapons and other economic aid. So, our hands were tied due to circumstances.
India would’ve lost all reputation as a non aggressor non aligned state for that small amount of land.
1972 India depended on foreign aid and IMF money. The economy was just starting to take off and India had big domestic problems to solve.
Pakistan surrender may have been unconditional but if we took lots of land from them they would’ve tried to start a war again within 5 years to try to reclaim it and started a periodic cycle of wars. India didn’t have the money to afford that.
Pakistan’s dictators may be willing to sacrifice their poor for geopolitcal aims but that was not a policy democratic India could follow. Neither the politicians wanted it, nor would the people vote for it. Hunger, etc were more pressing iss

We didn't really have much us of the 93k soldiers to be realistic. At best, we could have tried to capture more land but as I said it could have had further implications too. Maybe in hindsight, we could have adopted a full-on anti USA approach but that could have easily backfired. We also did not know what would become of Bangladesh, so there's that too.

Probably one of our greatest mistake, we are kind of lucky that a pincer attack didn't lead to us dividing our forces, mostly thanks to Paki chamars considering Bhangalis, subhumans and didn't bother assisting them.
