Especially in india. Every time a babu is involved in a function - corruption, lethargy, delay is bound to occur.
I was thinking about why can't bihar government create a proper union or representative of all the labor they provide to the rest of the country but i realized it was a bad idea.
Babus will find ways to exploit the poor workers. Not worth it.
Even though such union could ensure that bihari workers were provided better accomodations, welfare, education for kids but it would fail.
I was reading about hukou system in china, which is kinda like their internal passport. If someone wants to settle in one region from other, or work or utilize public services they need those.
China has implemented it nicely which ensures that the conflict is reduced, the events are organized, so on. More controlled growth of cities too. But it would fail spectacularly due to the dehati people and politicians who would turn it into another reservation slopfest.

Hard problems like this need a very hard fix and that means a lot of blood letting is bound to happen. Corruption and treachery is endemic to indian culture & genepool. Countries like singapore only managed to fix their corruption & dehatism with "hard fixes" as it was an extremely small country and no outside powers cared about it's existence. Even hecking malaysia abandoned it to fend for itself. The reason I state this is because, the moment you start having 'hard fixes' set in place, you'll eventually be met with an all out civil war as India is so huge with a lot of internal & external enemies waiting to pounce at even the smallest of opportunities & openings.

A large chunk of contract that takes place when their is work such as construction of roads or say implementing street light, a local delinquent who has built a mera, will end up gaining favors of babu by either threat or money, usually it is both.
After which pretty much any and every contract that will take place will be upto him. Since the monopoly is already their the work is now this half baked to extreme. Potholes being a joke and new roads barely lasting a year, sometimes even less. In reality, draconic punishment is the only real solution. You cant simply criticise one of them, or get rid of them all, you need to make some inhumane example. I recently saw some road related work going on - they were doing decent job but drains were kept open.
The quality of intersections were average at best. Lots of manual work, zero dust mitigation effort or organization.

As far as construction of roads and the basic amenities is concerned probably yes. But the issue is who decides who gets to work on them, and then we end up on square one, right? It sort of leads us to nowhere.
