The reason why we find the older pics of cities their state better than now is simply because the population density.
This pic is from 1978, when population of India was 65crores and now india's population is 1.45 billion. Close to 250% increase.
Mumbai has seen population immigrant explosion increasing at higher rate than probably population of India.
While India's population was growing our economy was tumbling down, our municipal bodies were going bad from worse generations upon generations and result is what we see today.
There needs to be complete overhaul of municipal / tier 3 governance.
And truth is that India needs to expand, we need to gain more land and there should be some serious push to look for lands to take over.

just make other tier 1 cities within a state so that one tier 1 city doesn't have to be overcrowded af. Also, restrict inter state migrations

A lot of the photos featured in the book I bought recently are of Metropolitan Indian cities from 2000s. Its like a completely different country now.
